Tracy Skinner, MA

Tracy Skinner began her career in public education in 1993. She is currently the Associate Superintendent for Francis Tuttle Technology Center, a role she has held since December 2021. In this position, Tracy oversees the Career Planning Center, Marketing & Communications, Professional Development, Project HOPE Alternative Education Program, District Instructional Supports, Student Administrative Services, and Strategic Planning.

She serves on the Putnam City Schools Foundation and the Oklahoma Association for Supervision and Curriculum Development, where she is a Past President and current Board Member.

Before joining Francis Tuttle, Tracy was the Assistant Superintendent of Academics with Oklahoma City Public Schools. In this role, she led the district’s curriculum, instruction, and assessment, as well as the professional development, financial aid, and special education departments.

Tracy began her career in the classroom at Will Rogers Elementary in Putnam City Schools in 1993 and later served as principal of Deer Creek Middle School and Deer Creek High School. She then joined Mustang Public Schools as the Executive Director of Secondary Schools before being named Deputy Superintendent, where she led the Curriculum and Human Resources Departments.

Tracy holds a Bachelor of Arts in Music Education from Oklahoma City University and a Master of Education in Administration from the University of Central Oklahoma, earned in 1998. She is currently pursuing a doctorate at the University of Oklahoma. Tracy’s husband, Todd, is a retired educator with 34 years of service in Putnam City, and they have a daughter, Addye, who is currently attending the University of Oklahoma.
